Andy Lee d336f3dbf6 fix: use macOS 13.3 for DiskANN backend as required by LAPACK ...

DiskANN requires macOS 13.3+ for sgesdd_ LAPACK function, so we must
use 13.3 as the deployment target, not 13.0.
