Andy Lee 50caf65f28 fix: change ubuntu-latest to ubuntu-22.04 and add Python 3.13 ...

- Explicitly use ubuntu-22.04 instead of ubuntu-latest
- Add Python 3.13 to the build matrix
- This ensures we build on the same OS version as Google Colab
